Civil Service Reform
As proposed by Gladwell one is considered a legitimate leader when he is being fair, predictable and allow people to have a voice, being heard and respected. According to Gladwell’s theory Theodore Roosevelt is a legitimate leader. Theodore Roosevelt is widely considered as one of the most colorful Presidents of the United States. When he became president of U.S. in 1901 America’s society and economy were changing rapidly. Theodore Roosevelt is known for his accomplishments in the political, social, and business world during the Progressive Era. At the age of 13 he became determined to learn how to defend himself because while on stage coach two boys started beating him and he was not able to defend himself. He was one of the most influential people in the early 20th century. His leadership style, his personality and his reforms shaped an America that was rapidly becoming a world power. He is exquisitely remembered for his powerful image, and his achievements and his model of masculinity.
According to Gladwell one is called legitimate when one is being fair. Theodore Roosevelt was always being fair to others and helped many to ensure a hiring system for America’s government workers based on fairness and equal access and protection for all. After this it made him the undoubted father of today’s Federal Service. He fought for merit based civil service system throughout his life. His dedication to civil service reform began in 1881 as a member of the New York Civil Service Reform Association. His efforts had led him to appoint him as U.S. Civil Service Commissioner in 1889. During his term as Civil Commissioner (1889-1895) the full force of his energy, his aggressiveness and his hard work was put to task of building the Federal civil service system. As a commissioner he made efforts to investigate fraud and exposing corrupt government officials. He then left Commission in 1895 with the reputation of honest man and his strong moral principles that still undergo. One of his goals was the modernization and expansion of Federal Government. He had also changed the impact and scope of the presidency forever. Though he was the youngest person ever to become the president of U.S., he was well prepared to be a president and entering the White House with broad understanding of governmental and legislative processes. He cared about every aspect of our country. He is universally recognized as a consequent transformational leader. About one week into his job he recommended to remove the board examination members who were caught selling test question to people for $50 in New York. His actions demonstrated that civil service laws were going to enforced regardless of political affiliation. The second factor of a legitimate leader according to Gladwell is predictability. Gladwell defines this as, “There has to be a reasonable expectation that the rules tomorrow are going to be roughly the same as today” (208). Theodore Roosevelt has made many changes after he became the 26th president of U.S. and his legacy is still alive in this world. He has also work out with congress for the Pure Food and Drug Act passed in 1906. He has also fought for trade and consumer affairs and unfair trade practices. During the International affairs he had also acted boldly and single mindedly. He also arranged to bring an end to the Russo-Japanese War of 1904-1905 and he was the first American honored with Nobel Prize. When he realized the navy needed to move the ships quickly between the Atlantic and Pacific oceans, he arranged to control the Canal Zone and push to see the Panama Canal built, it was one of the biggest projects of the 20th century. Roosevelt was considered the father of the modern American Navy, he also persuaded Congress to provide funding for steel-hulled battleship. He sent the Great White Fleet 16 ships around the world in cruise from Atlantic fleet, which raised America’s respect among world. He left his mark in conserving natural resources. The last quality that Gladwell discussed is structural integrity of a legitimate leader is ensuring the people have a voice. In the book David and Goliath he makes clear “the people who are asked to obey authority have to feel like they have a voice that if they speak up, they will be heard” (Gladwell 208). By this it means each and every one should be allowed to talk and have a voice when needed. Roosevelt has helped many of them when he was a Federal service Commissioner. He was one of the gentleman who didn’t want anything wrong or un fair to anybody. He had caught many corrupt officials and requested to punish them. Due to Roosevelt when he became the 26th president of U.S. the economy started increasing rapidly. He has made America a respected and strongest country in the world. He even helped in Panama Canal which helped the Navy a lot and due to that project, he also made America proud and strong. Theodore Roosevelt’s presidency subsidize the progressive movement by lending the reputation of the White House to welfare legislation, credibility, and government regulation. Roosevelt was the man behind program of making society fair with economic possibilities for the citizens. He also had revolutionized foreign affairs. He had left the commission in1895 with the reputation of honest and hardworking man which still endures. His dream was the modernization and expanding the federal Government. The Roosevelt Administration was a time of great expansion of the Federal Government. Under President Roosevelt the competitive service had increased by 63 percent of civil service. As a president he believed that he had the power to act except in areas prohibited by law and granted to congress or the courts. He used his power to put approach in the settlement to anthracite coal strike. All this led him as a president who executed his power to save and protect about 55 federal wildlife refuges, 230 million acres of land, 28 national monumental sites and 250 national forests. In 1823, during the Monroe Doctrine there was loose regulatory which was intended to keep European imperialism out from taking over the U.S. and South American countries. During that time President Roosevelt adding to the Doctrine that America will establish as a type of police for the regions. After he stated that at the last U.S. would intervene on behalf of those countries. He then made a Square Deal which consist of control over large corporations, consumer protection and conservation over natural resources. He felt strongly that government should intervene in large companies who fool people for obtaining their wealth and not giving what they are supposed to. Then in 1902 he helped to pass a law the Newlands Reclamation Act which was necessary for the funding for irrigation. Due to this law many lands started creating good working land from useless land. After when President Roosevelt said “Speak softly and carry a big stick” many people thought that he underestimated about how big insult it was to Japan. Though the Japan defeated Russia badly in the Russo-Japanese war. People who hated Roosevelt always think that he was using military carelessly and he was like a loose cannon, because he was always ready to do war whenever and wherever and with anyone. Many of them say that he was a man who always concentrated on how to be wealthy. Due to his shining personality and his ego many politicians didn’t liked him. As he was a vice president under William McKinley who was assassinated in September 1901, people think that he made very good use of his time to be inaugurated as a president of U.S. As mentioned by Gladwell for being a legitimate leader, one needs to be fair, predictable and allow people to have a voice, then Theodore Roosevelt is definitely worth calling a legitimate. He dedicated his life for the American’s in building economy and opportunities for the people. he was the one of the youngest president to sit in White House he was also one of the best President America had before. He always wanted to help American’s and he didn’t liked anything going wrong or any companies or any government officials try to fraud people. he was the most popular President in his time. he used his enthusiasm to win votes and cast opinions. During the process he changed the office forever.
